Challanges

Within the organization, paper-based purchase requests led to several issues:

  • Officials could not easily consult internal rules and regulations while filling out paper purchase requests.
  • Purchase requests required additional steps from the back office to supplement the request after it was transferred to the purchasing department.
  • Officials had no way to track the progress of their requests while pending approval or after they were received by the back office, except by emailing or calling the team.
  • Purchase requests were manually assigned to buyers, and all follow-up actions and summaries were tracked using spreadsheets.
  • The additional administration and communication required by the manual process distracted procurement staff from their core task of ensuring compliance with procedures and actually ordering goods and services.
The solution

It became clear that the procurement request process needed to comply with specific thresholds and procedures mandated by national government rules, but also included company-specific elements such as cost and budget center allocation, approval flows, and assignment to back-office personnel. Our team of analyst-developers thoroughly analyzed the existing process, including all forms, information sources, actors, constraints, opportunities, and potential pitfalls, in close collaboration with the head of the procurement department. Together, they created the data model and decision-making policy as a basis for designing the process flow and associated forms in Liberty Create, our chosen low-code platform.


With Liberty Create, our team was able to quickly implement new versions of the process flow and forms and receive immediate feedback from the procurement team. The platform made it easy to configure process steps and variables, with an eye towards future process evolution and integration with other processes.


Officials received detailed guidance throughout each phase of the process, ensuring informative and helpful contact throughout the entire workflow. Redundant process steps and fields were dynamically hidden. The entered information was automatically compared against required values, contributing to a streamlined process and approval flow.


All approvals were given within the system, but helpful reminders were sent via email. Cases could be returned to the requester with feedback or rejected. Only after the request was fully validated, the procurement department was involved to handle the approved request. The process also provided guidance to the back-office team on the procedures to follow, including additional steps related to extensive tendering procedures.


With minimal effort, we delivered a customized user interface that perfectly aligned with the corporate image. Using the Liberty Create low-code platform, we quickly and seamlessly integrated branding elements such as color schemes and logos into the user interface. This customized design ensures a consistent user experience that enhances overall branding and improves the usability of the application.

As part of our solution, we implemented simple self-service capabilities for uploading and downloading master data. This allows the company to have full control over their data, leading to improved data management and greater data accuracy.


Using the Liberty Create low-code platform, we were able to quickly and easily set up multiple environments and deploy between these environments with a single click. This approach significantly reduced the time and effort required for application management and deployment, enabling quick testing and implementation of new functionalities.

Results

The Liberty Create low-code platform has allowed us to create a more efficient, streamlined, and intuitive purchase request process for the traffic control organization. With an improved procurement process, employees are able to easily access and acquire the materials and services they require, without the frustration and delay associated with traditional paper-based systems.
